the Starboats as they have lately been armed and equipped for a Piratical attack upon some badly manned European Ship which they watch and follow out from Harbour to sea as in the recent cases of the Ships "Carl", "Caesar" and "Buonaventure".
Harbor Masters Stations will be provided in the Starboard and round the Island and Junks will have to report themselves on arrival and to anchor in specified places called anchorages from which they may not move without a clearance or permit.
Licensed trading Junks may on arrival anchor anywhere but will have to deposit their Licenses and to obtain a clearance before leaving as European vessels are bound to do with respect to the Ship's Licensed Sea-going Articles.
Fishing Junks are exempt from those formalities which would impede their daily work vexatiously and unnecessarily.
I think this Ordinance if well carried out will add greatly to the security of the Colony and prove a great boon to the respectable owners of trading Junks.
